Use an angled brush and dab a small amount of powder on it to draw the lower brow line. Then start filling in the eyebrows, starting with a lighter powder on the inner corner and applying a darker powder on the tail for an ombre effect. Use the highlighter just below the eyebrow bone for a lifting effect.
